Work Area 01 Participatory Generation of Policies and Proposals

(1) Content of the work area
PGPP is a methodology to strengthen POs capacity as an organization that has participatory forms of policy generation structurally incorporated in its day-to-day functioning, and that therefore is capable of elaborating sound proposals that are regarded with respect and seriousness by other stakeholders. Basically PGPP consists of four phases that are cyclical: (1) well-documented and registered membership consultations, (2) participatory research to systematize results and to substantiate the proposals, (3) elaboration of policies, economic proposals and (4) successful negotiation of those policies and proposals.
PGPP starts with lessons drawn from prior experiences, especially in Latin America:
- The importance of a layered structure for POs, from grass-roots to national and international levels and the use of this structure for gathering opinions, measuring policy impacts, generating realistic statistics, developing policy alternatives and for including experiences from abroad;
- The necessity for assistance of experts and/ or researchers in constructing a negotiable package of policies on the basis of producers demands, and in supporting this with theoretical and empirical evidence
- The importance to build broad alliances with all sectors of the economy and open up strategic space for negotiation
